| Dear Sir or Madam: In order to carry through in a deep way the spirit of the Third Plenary Session of the Fifteenth Central Committee of the Party and to earnestly put into practice the call of General Secretary Jiang Zemin to require the coastal regions to take the lead to realize the agricultural modernization, with the approval by the State Science and Technology Ministry, the China Science and Technology Daily Office, the Guangdong Science Commission and the People's Government of Dongguan have decided to hold the China Dongguan International Agricultural Science and Technology Fair in Dongguan in November 1999. At the fair, prominence will be given to the main theme - the sustainable, high-efficient and healthy agriculture of the world marching towards the new century. The fair will collect the excellent achievements of the world agricultural science and technology, display in a centralized way the advanced techniques and means of the development of the present agriculture so as to make it a "window of the world agriculture reflecting the new agricultural technological revolution." Dongguan, which is a newly emerging city developed during the reform and opening-up, lies in the heart of the delta of the Pearl River. It is adjacent to Hong Kong in the front and near to Guangzhou at the back. Therefore it enjoys exceptional advantages with regard to the human culture and geographic position. Dongguan is one of the regions with the greatest vitality and most rapid development in China. In 1998, after working hard to overcome the difficulties in the macro economic environment, it has still maintained the economic growth by more than 20%. The holding of the "China Dongguan International Agricultural Science and Technology Fair" means the trust on and great kindness of the State towards Dongguan. With the support and assistance of the State Science and Technology Ministry and relevant agencies at the upper levels, relying on the fine infrastructure and good economic environment developed since the reform and opening-up, and by the use of domestic and foreign experience for reference, the people of Dongguan with a fine tradition of 'daring to be a pioneer throughout China' are determined to make, in a way of deliberate planning and careful organizing, the fair one with specific features and good results. The people of Dongguan are also determined to enable the fair to be a century grand one worthy of China, a big agricultural country that is not only ancient but young as well.
